I agree it's fairly similar to North Syracuse, but much smaller and less crowded.
I believe that it is a solid SD. It essentially covers the northern half of Cortland County, give or take and small, nearby portions of Onondaga and Cayuga counties.

The Homer CSD literally borders the City of Cortland on three sides and probably includes half the population of the Town of Cortlandville.

The SW corner of Cortlandville is in Dryden CSD - nearly all of Lime Hollow Rd, McLean Rd west of approximately the Ukrainian church, etc.

Which SD is better of the two? Cortland CSD or Homer SD?

I'd probably say Homer, but not to say that Cortland is a bad SD though. Homer is a little bit smaller in terms of enrollment and may have 1 school for each level(not sure if the Truxton school is still open). Homer SD info: Homer Central School District
