According to the article, the 48 counties north of the 42nd parallel are viewed as being in Upstate NY and this is for municipalities with at least 1000 people. It is also split between towns and cities/villages.
I gotta say, I think they're close to spot on with the rankings of these towns. I might put Perinton ahead of Vestal, and Ithaca Town ahead of some other towns, but overall pretty much aligned with what I've seen.
Also, I'm surprised by the low rankings of Queensbury and Canadaigua, which are two highly liveable areas IMO.
I haven't been able to view the whole list, but I think that Vestal is one of the more underrated towns in Upstate NY. It has good schools, plenty of shopping, Binghamton University is in the town and offers events, as well as having some nice solidly to upper middle class neighborhoods.
I'm not sure about why Queensbury and Canandaigua were lower down the list, but it may be a matter of criteria.
I noticed that the top 5 cities listed were Saratoga Springs, Ithaca, Sherrill, Corning and Tonawanda. Next were Canandaigua, Oneida, Oneonta, North Tonawanda and Rome.
Albany was the first bigger Upstate NY city listed at 154. In terms of cities it is in between Olean and Glens Falls.
