i still think ulster and sullivan are upstate, especially sullivan for how sparse it is and the same for much of ulster.

The majority of the state (including dept. of labor) tends to use the southernmost 10 counties of New York as downstate.

I tend to agree with this system, but alas- do also agree that there are other parts to New York: Mowhawk, Western, etc.

To say something like Westchester is 'upstate' is a bit of a strange notion. Riverdale in the Bronx is downstate, but nextdoor Yonkers is upstate?

... ridiculous notions from geocentric city-dwellers. Though to defend them in any event, since they use the terms Up & Down to represent north and south in Manhattan... truly everything is 'Upstate' from them.

So population density is the primary definer of 'Upstate'?

How do you account for Onandaga, Monroe, Erie, and Albany County?

I define Ulster and Sullivan as downstate even for their rurality if for nothing else than that Ulster and Sullivan farmers pack their trucks and head down to NYC area farmer's markets and city folk routinely drive the 2 hours up to the Catskills for their recreation.

I remember being at Sunnyside (Washington Irving's historic House) in Tarrytown, about halfway up Westchester county and hearing a 12 year old kid who was obviously visiting from the city say, "Gee, Upstate sure is nice." and with the whitecaps on the Tappan Zee and Hook Mountain in the distance it surely was even if it wasn't upstate. Anyway, I got a good laugh at that. Nice to know it only takes about a half an hour to get "Upstate" from Manhattan! ;-)

Anything that is outside of the NYC reservoir system is "upstate." Meaning, anything north of the reservoirs.

The NYS Tourism site defines the upstate as any NY county OTHER THAN: Suffolk, Nassau, Queens, Kings, Richmond, Bronx, Westchester, Rockland, Putnam, Orange, and Dutchess.

Even various departments of the state of New York can't agree.

It is really a semantic classification with no official recognition or purpose except that people identify with one and have an irrational hatred of the other ;-)

NYC gets it water supply from upstate - so - you may want to rework that theorem.

I don't consider the southern Catskills to be 'upstate'. You can leave the Bronx after breakfast, paddle 12 miles of the Neversink river (just below the reservoir) and be home in time for dinner and a Yankees game.
