As a senior living upstate, unable to move out of the state (high taxes, cost of living and political reasons) I would look to either Vermont or Mass.

Both of those places also have high taxes, a higher overall cost of living and VT is almost begging/paying people to move there: https://www.usnews.com/news/best-sta...-work-remotely

Also, MA is more likely to have what the OP is looking for as an ENL teacher. If they look there, they are likely looking at Boston or select satellite cities nearby, Worcester and the Springfield area(inc. Holyoke). Maybe places like New Bedford, Fall River, parts of the Cape and Pittsfield too. If they can find something with the appropriate pay for them, perhaps go for it.

Burlington and maybe Winooski would be the only options in VT.

^Just to add, I believe that Utica-Rome is the most affordable metro area in the state, while having pretty good access to the biggest lake entirely in NY State and the Adirondack Mountains within its metro area. People may not realize that Old Forge in northern Herkimer County is actually in the metro area. Old Forge New York in the Adirondacks | McCauley Mountain Ski | Water Park | Cruises | Lodging | Museums | Hiking, biking, swimming, fishing, boating, snowmobiling This is along with the previously mentioned information on the previous page and the Oneida Nation, including its Turning Stone Resort Casino is also in the metro area: https://www.turningstone.com/
