1- I don't understand what I 95 has to do with anything. There are plenty of weekend/ summer cottages along the entire south shore, although the closer to Rochester, the more year round homes, even mansions.
2- Lake Ontario is one of the largest lakes in the world. Some people even surf it. No, there's not the seafood, although there is good fishing in the area.
3- the Rochester region is the worst when it comes to promoting itself.
Lake Ontario is massive and gives off an ocean feel. But I don't know that it can compare to the beaches and seashores of Maine, Cape Cod, Cape May etc. Niagara Falls and Thousand Islands are destinations. But for the most part much of Lake Ontarios lake shore will be more of a regional draw. Somewhat like Ohio. It has some things along Lake Erie, but the tourists are mostly from Cleveland/Toledo/Detroit.

Yes, of course. I believe much of the waterfront in New England, etc is public, and it's almost all private, with no public access on LO.
Not sure, but I would say that Rochester's biggest draw years ago was to tour Kodak Park. Today, I would say the biggest draws are the Strong National Museum of Play and the Finger Lakes Wine Trails and region.
