I did this for a friend. Put together a photo and a letter when he was moving to another country. He really liked it. Just friends. I think it's thoughtful.
It's not like your friend is dropping off the face of the earth. There are phones, email , Facebook, Skype. Write your letter and remind your friend that you'd like to stay in touch electronically in one way or another.
Write a sad to see you go for now but let's keep in contact in the future letter.
