It sounds like you are a rookie in general, bar scene or not. Bar scenes are no different than any other aspect of life when it comes to the question at hand. Are you required to eat popcorn proffered you at a movie or any other type of food anywhere else?
Would you feel awkward turning down a beer if he offered one?

It's your mouth and gut; put in it what you want when you want.

in a restaurant I would gladly accept food from a stranger if they offered, but not from a stranger that cooked it himself or not from a restaurant.

it's not rude to decline, I do the same with friends

Heck, he was taking a risk offering you the snack. I once ordered a calamari appetizer when having dinner with a group of people and when I told the person on my right (who didn't have an appetizer) that he was welcome to a couple of pieces until his dinner came, he proceeded to wolf down the entire plate.

There is nothing wrong with saying "Thanks, but I'm fine."
