If you don't get stuck, or abandon your vehicle where it blocks a street or highway, then the government is simply over stepping their bounds. People loose power and go to a hotel, or to friends to stay. Travel to check on elderly parents if there is a need, and some people just like to get out and walk in heavy snow, as it is quite tranquil and beautiful.
It should also be understood by those that venture out if you abandon a vehicle where it impedes clearing streets it will be towed, impounded, and the owner fined.
All 'storms' are not a threat as there were no extreme temps, high winds, etc, just heavy snow. We did have 8.5" at my house, but it was not a storm in the sense it posed a danger to people that were out. Temps were in the 20's, there was no wind, limbs and power lines were not coming down.
