I tried searching for this with a bit of confusion. I know many people that have moved from one state to another, PA to NJ, NJ to MD, etc. and only had to go to the local DMV and give in their out of state license to get a new license in the new state.

But reading some things online, it sounds like in NC you have to take the test over again?? Do they not have reciprocity like other states do?

You will have to take the written test and eye and sign test.
Driving test is up to the discretion of the DMV officer.

Ok, does anyone know if there is a book online to brush up on the NC test? It's been years and years since I took that original test. I'll be damned if I remember how many feet you have to park from a stop sign or some question like that.

You need to stop at the DMV and pick up a book and I'd suggest reading it as the test has tons of questions relating to NC road laws.

Here it is NCDOT Division of Motor Vehicles: Driver Handbook
there also on that site information regarding tags documents needed etc.
