There was some debate previously about merging some campuses in the UNC system. In thinking about what could make sense and same administrative money, as well as help out some low performing schools, this is what I came up with.
Merge UNCG, NC A&T and the NC School of the Arts Located in Greensboro and Winston Salem. It could have a combined school of about 30,000 students and be called the UNCG Aggies. A&T is currently ranked about 497, UNCG about 181. A&T has football, UNCG does not, so you would keep the football program and play at the FCS level (into UNCG's conference). A&T's campus could primarily be Agricultural and Technology, while the UNCG campus focuses on liberal arts and health science. School of the Arts would be your consolidated Arts campus and create a link to the Winston Salem community for UNCG. Savings would be administratively, consolidation and the Triad would have 1 major public university to support.
Make ECSU a branch campus of ECU. ECU could move its coastal programs to ECSU and support its Pharmacy School from its Health Science campus. ECSU's 2,400 students could be easily integrated into ECU's 29K enrollment. Its sports would go away (offer transfers within the UNC system) and the facilities could be used for intramural and community purposes. It would also save administratively. ECSU is considered the worst performing school in the UNC system. ECU could also utilize the ECSU campus to work directly with the region on research that could generate industries wanting to be located near the Tidewater MSA and Ports. It would also help ECU in its efforts to support the growth of the eastern NC region, specifically northeastern NC.
These moves coupled with the recent tuition changes that charge only $500 a semester for students at Western Carolina and UNC Pembroke would improve some of the lowest performing institutions of the UNC system, while also reducing costs to students and saving money.
This would still leave 3 HBCU's in the UNC system, in Fayetteville, Winston Salem and Durham...all of which contribute to their local economies.
As a graduate of an HBCU school (NCAT at that) I'm totally against merging. You lose history, culture, identity, and the experience of going to an HBCU when you merge them with other PWIs. A&T is one of if not the biggest HBCU in the entire county. It makes zero sense to try and merge it.

Have you ever been to an art college? Including art students is an incredibly bad idea. I went to Philadelphia College of Art. It was later merged with a music school & a dance program to form the University of the Arts. I can't imagine an art college being run by the same people who are managing an agricultural program.
What a ridiculous idea--NC School of the Arts would completely lose its raison d'etre by being merged in with any other college, never mind a Historically Black one which also would lose its "spirit" by merging with a "regular" school like UNC-G.

1st proposal- That is not going to go very well. You're talking about merging one of the largest HBCUs in the nation with another school. UNCSA is different from the other two and should be left alone.
2nd- While ECSU needs help with its enrollment numbers, I don't think that it should be part of ECU. However, I believe that there should be more collaboration between the two.
Also, I believe that ECSU got added into the NC Promise program
Most students, I would say all, but "never say never," work (combination of study and practice, perform, film, and on and on and on) 12+ hours a day, every day. That would include both Saturday and Sunday for many, too!
Merging UNCSA with any other school, and not holding all to UNCSA's work ethic and expectations would be the great dumbing down exercise of all time. UNCSA is more like a conservatory. 90% of public university students would not hack it. Nor would they want to.
