I'm an unemployed IT Professional with 25 years in IT (last 14 years with various Roles for an Energy Utility company in Ohio) and 30 years of Customer Service. I hear about a lot of jobs in ND for Blue Collar workers but what about White collar jobs? Is it best to go for an entry level job in something different altogether and try to transfer from within? I need something fast.

Try cities like Fargo and Grand Forks. Both need tons of service employees. Apply at DigiKey.com, which has been hiring 100s of employees a year not related to oil. Amazon.com needs employees in Grand Forks.
There are actually a lot of IT people in the oil patch. All those systems they use to run oil companies, rigs, and other related businesses need a lot of IT people.
my uneducated guess is that whatever you are used to making, the same position would pay slightly higher there, where there are not enough workers. Someone correct me if I'm wrong.

I know for a fact that the kind of work you seek is booming in the Silicone Valley in California near San Jose and Mountain View....but it is in California

Same here. I am a licensed electrical engineer, but it looks like there might not even be any firms in the state doing it. I'd love to work in something related to the oil boom, but at the same time I feel like I should try using my license now that I have it. I will be through the state in the next few days if anyone is looking.
