The small town niceness is much more sincere in Wisco, plus you're closer to the Twin Cities if you want to have a weekend of city life or concerts, ball games, etc.
In the summer Wisco is very pleasant and the fishing is great. The cost of living is very low in most of Wisconsin. Housing prices entirely depend on how much house you want to buy, where, and with what amenities. Most of the small towns right outside of the Twin Cities are pricey real-estate wise as the residents all commute to the Cities for work.

Correct, you'd be better off anywhere from like Bemidji to Duluth or in Wisconsin for small towns than anywhere in ND. There's just a lot more recreational opportunity (western ND is good for outdoor recreation but incredibly isolated). Eastern ND is quite blah for outdoor recreation, esp. in the winter. And many (perhaps most) people in ND are not nice anyways, and it's a bit far from big city stuff, except maybe in Fargo (being about 3.5 hrs from Twin Cities). I could definitely envision someone living near Menomonie though or Eau Claire and being able to take advantage of the opportunities that are there and that's more like 1.5+ hrs to Twin Cities from Eau Claire maybe (I think about an hour from St. Paul to Menomonie if light traffic).
