Is NDSU campus apartments safe and affordable? advise on where?

Any should be safe. Affordable and quality will vary. The university village buildings (with the exception of F-court) are the oldest and it shows, but presumably they are also quite a bit cheaper. The F-court building, Bison Court, and the Living Learning Center (technically a dorm, but functions like an apartment if you are an undergrad) are all < 8 years old. The Niskanen buildings are since my time at NDSU, so I can't comment on them.

Looking at that link, the rates for U-village and Bison Court both strike me as quite reasonable, especially if you want to be close to campus.
