I leave from the Braddock Rd metro in the evenings and have experienced this issue many times this summer. I find that once someone starts the chain of treating the darkened intersection as a 4-way stop most other drivers fall in line. The trick is getting the pattern started and realizing that once the cross-street traffic eases up the drivers will in all likelihood stop treating the intersection as a 4-way stop.
