Where are you starting? Tysons? Dulles? There are HOT lanes along the western portions of I-495 that are essential paid HOV lanes and they start at the Dulles toll road exit and end at the I-495/I-95 interchange. If coming from the north, and you're exiting along I-95 to get to Belvoir, there are going to be long lanes on the exit ramps. No experience driving to Belvoir during the morning commute so can't comment. Here is the HOT lanes link to FAQ: https://www.495expresslanes.com/faqs

I would stay away from the beltway altogether and probably just take the Fairfax County Parkway (286) the whole way.

The FFC parkway would always be your best bet. At least the most predicatable. You could...take 495 and get off at 50 or 66 and head east against traffic. But why worry about highway etc, take the Parkway.
