Yes you can get a permit on your own. With the permit, the county will come out an inspect the work. They don't care who does it, as long as it's done right.

We got a guy to install the ceiling fan where there was no junction box. He then wired it to the switch on the wall and then wired it to the dual control switch we bought when you could adjust the speed and light with a slider on that switch. $250 was the price and it was done right.

We did not get a permit but not sure how big of a deal that will be
