Where in NOVA are you? PWC public libraries have lots of free activities during the summer, I assume the other local library systems do too!

Have you hiked in any of the local National parks yet? Prince William Forest park has some nice, relatively easy trails. It also has a few nice picnic areas. They do special programs on the weekends as well.
Prince William Forest Park - Government Organization - Triangle, VA | Facebook
check out their facebook page, they keep it updated with what's going on each weekend.

ETA: There is a small fee for park entrance http://www.nps.gov/prwi/planyourvisi...servations.htm
We bought an annual pass for $80, which allows us entrance into all National Parks for a year. We buy one every year and think it's a great investment! There's so many national parks nearby--Shenandoah, Manassas Battlefields, Great Falls, Harper's Ferry...

Prince Williams Forest Park is just down the street from the Marine Corps museum, if you haven't been there yet. It's free, plenty of (free) parking, and has a really nice playground outside as well.

The Newseum had an ad in yesterday's paper: up to 10 children can visit for free with one paid adult admission, through Sept. 5th.

That would be for a pretty precocious 4.5 year old. How about watching the planes take off and land at Dulles?

National Zoo is free except for parking. Our kids have a big variation in age, zoo seems to have something for everyone. Maybe 40min from Sterling.

The Udvar-Hazy branch of the Naitonal Air and Space Museum, located at Dulles airport. http://nasm.si.edu.udvarhazy . The Manassas Water Park http://splashdownwaterpark.com . You are also pretty close to Great Falls Park on the Potomac at Great Falls, VA which has many picnic areas, several overlooks of the whitewater rapids, some hiking trails, and a small museum. http://www.nps.gov/grfa/index.htm http://en.wikipedia.org/wiki/Great_Falls_Park
