Burke to Rosslyn, I don't think I'd take 66. I guess you could, but my GPS/google maps always routes me up 395, which is HOV-3 anyway.

Yes, babies count for HOV. Usually when I have travelled from Burke in non-rush times I take 495 to 66.

Babies do count, but expect to be pulled over by a cop every now and then, I was pulled over a couple times a year for driving solo even though my license plate was -- and is -- an old-school hybrid tag that lets me zip along on HOV on 395. Now it's handicapped AND hybrid, for my grueling commute through Leesburg.

This. I don't think HOV on route 66 helps much during heavy traffic.

66 is very slow in the morning from where the Dulles Toll Road (267) comes in until between Sycamore St and Ballston. It is only a couple of miles, but is annoying. I don't go beyond Ballston, but by the time I exit there traffic is flowing freely.
edit - The afternoon westbound seems better. Sometimes there is enough volume to back up after it goes from 3 to 2 lanes at Sycamore, but it isn't nearly the problem that the morning is, at least west of Glebe.
