Disagree--based on the company he's working for. There is little to no chance he'd ever go to Ashburn or Gaithersburg. Alexandria, Arlington, and downtown DC are probably the likeliest contenders. The furthest I've ever heard of a project being is Reston or inside-the-beltway MoCo. There are occasionally projects at Ft. Meade, but they tend to pull Maryland employees for those, for obvious reasons.

Did he ever mention what company he worked for? Doesn't really matter. Never say never with these projects. In one year I went from working in Fair Oaks to Tysons and now to Herndon. A lot of companies are heading further out to save money on office rent. But hopefully they don't head out Ashburn the commute from Springfield would not be fun and Springfield to Gaithersburg? Shudder!

Not for Deloitte and not for a commute to Silver Spring.
