A family friend of ours( 2 teens and a mom) want to live in our basement for a brief period of time.
I've a wet bar, but no Gas/elctric cook range. So they wanted to buy a portable electric 2 burner stove for basic cooking and did not mention a need of oven.

I've an unfinished bedroom, for which I'm planning to have a window( mandatory for living) installed.

The living area will be around 1000 sq feet.

My neighbor has rented out his basement so, I'm good from HOA perspective.
However, want to be fully aware of other legal issues.
What is that I need to be aware of in terms of laws.
A friend of mine has recently converted his unfinished basement in loudoun county, to a livable apartment, including kitchen. However I heard conflicting views on having kitchen in basement.

Codes vary by city so best to check with yours. Many are posted online where you can look up the specifics.

I know one part has to do with minimum window size.

Very helpful. I found this on county website, I'm pretty clear on Window requirements. What about other? example portable 2 burner cooking electric stove. Can this be used for cooking with out going through legal hassles?

I've been casually trying to look this up, but haven't had any luck on finding anything in black and white. I'd be interested in what you find out.

I assumed you can get away with an electric two-burner stove top, but only because its not much different than an electric skillet or any other device you can plug in.

Are there separate bedrooms with egress and closets. I don't know if an open space is legal. If the bedrooms don't have egress, it is a nogo.

Separate bathroom facilities I think are a requirement as well.

Just reread posting..see you are doing egress in bedroom..which brings up anothe issue, 3 people one bedroom?
