What a deceptive term for this phenomenon. Why not just call it "desk sharing"?

I'd be all for it if it lets me telework more often.

Yep. My company calls it cube sharing. They piloted in a couple of offices, and there hasn't really been a push to make it happen in other locations, so I'm guessing that it hasn't been as much of a success as they had hoped.

Hot bunking, hot seats, etc. I thought "hoteling" was more for visitors. Our newly renovated building is going to have an area on the first floor for "hoteling." It's not meant for regular employees, it's for our guests who are visiting who need an internet port and a desk.

Excellent question. My Agency is promoting teleworking and offering supes regular training on how to effectively manage teleworkers. The Agency telework policy was implemented rather quickly and it was learn as you go. Having an Agency with Bargaining Units make it difficult but not impossible to improve policies slowly.
