How about in India? You are in America and should assimilate. That means interacting with non-indians since you are in AMERICA.

Merrifield at Dunn Loring apartments meet all your criteria. They're walking distance from the Dunn Loring metro, they are cheap (but that's reflected in the conditions of the apartments, which need to be refurbished badly) and there is a large community of Indians living there.
