Why not just look for the cheapest property in Winchester? Maybe one that needs work? There are 3-bedroom places as low as $1100/month and townhouses at $850. I have a friend who lives in Winchester and she loves it. I would also consider it for retirement if we moved again.
As alternatives, Salem is close to the same size as Winchester. I have also wondered whether you have considered Wytheville or Abington. Both have some cultural and historic amenities.
