I am assuming you need to be close to Tysons Corner, so Falls Church, Vienna, Oakton, Rest and Herndon should be possible. I checked Realtor, and there is a small house in Oakton (at $2250) which might work. I suspect it is going to be difficult to find a place that will accept 3 dogs, but I wish you luck.

If you want a yard with three dogs you won't have any issues finding a home in Fairfax County to rent with that budget. How far you want to live from Tyson's is up to you, but I wouldn't go any further west, or pay extra to live closer to DC if you won't be commuting there.

Take a look at craigslist there are lots of homes available on there. The hardest part might be three dogs, but unless the ad explicitly states no pets I would ask - might require additional deposit though. Anything between Tyson's and Reston will be fine. Burke will get you the most home for your buck and it's a pretty quick trip up to Tyson's.

You are absolutely right on Burke being the most house for the money however I think "quick trip up" is relative to this area. I don't know of any commute that would be less than 30 minutes in rush hour.

I also think that finding a house that allows 3 dogs will be tough. Some HOAs even max out at 2. Are they small or large dogs?

Just want to note for the OP that, in order to legally have 3 dogs in Fairfax County, the size of the lot where you're living needs to be at least 12,500 square feet, which is just under 1/3 of an acre. (See here for the rules: Animals & Pets*- Fairfax County, Virginia). Of course, this is one of those rules that only gets enforced if your neighbor complains about it, but it's probably better to make sure you rent a house where that's not going to be a potential issue. And, as Ffxdata noted, HOAs may have their own restrictions.
