That means the bill is dead.

Marijuana being illegal is a huge cash cow for police/lawyers so it is no surprise their associations were both against it. Not to mention all the money they make off the diversion program. Better off moving right to taxing it to replace the lost "revenue" they generate from all the low level offenders.
The VA legislature grew the balls to outlaw smoking in bars/restaurants in the home of phillip morris which completely shocked me. So, never say never.

I can't tell who is being sarcastic or serious.

There's a reason all the pot mills in CA and CO can't find anywhere to handle their banking. Yep, millions of lovely dollars not going into a bank for safe keeping. Why? Fear of the Feds seizing assets for an activity still illegal on the Federal level.

That's millions up for grabs. In states where MJ is still illegal, any bank account (involved in illegal activity) is subject to seizure. Local PDs enjoy driving sports cars as unmarked vehicles seized in local raids.
