This is my first time buying a car, its from out of state in MD. The sales tax fee is 75$. However according to the DMV website it states if you have a valid assignable title or registration issued in your name by another state you will not have to pay the Motor Vehicle Sales and Use Tax.
Here is the exact quote. Does that mean I do not have to pay the sales tax?(I am buying the car for 600$ on Craigslist from a private seller)

Hmmmm...just because you are buying the car in Maryland doesn't mean it will be titled and registered there. I believe if you had been a Maryland resident and moved, you wouldn't pay the fee, but just buying there doesn't exempt you. You won't be getting a Maryland title in your name.

The answer is after the "however" in that quote. The part before it will not apply to you since you won't have a valid assignable title in your name.
