I am planning to hire a contractor for basement renovation. Basement is wide open area, and I would like to build a room out of it, as storage room.

Could anyone tell me exactly the process to request such kind of permit?

As a relatively new home owner, I don't really have any ideas how to request the permit, which office do I need to contact?

I got permits for my Prince WIlliam county townhouse at the local county offices.
When you pull a permit yourself you are held more responsible and the contractor less. Best if you have the contractor do it. But if you do get their license and insurance cards for your records.
Try looking for Fairfax county permits on the county website. Gives you a start.

Is a permit needed if it's just a portion being walled off? (I assume that's what OP is intending). Doesn't seem like a storage room would need any plumbing, electrical, etc.
