I saw this sort of panhandler (mother & daughter) near Costco, Chantilly a few days ago and one more near Home Depot, South Riding a couple months ago.

I saw a panhandler off of Beulah in Kingstowne that I thought might be Roma as well. In Europe I believe they are known for using fake babies and pretending to be disabled. Sorry they have to make their livelihood scamming others.

I lived in Europe for a long time. The begging method with a child in tow is commonplace there. It's also possible that a child may be used to distract you and then someone else walks by and takes your wallet. These are highly organized criminal structures, and as you can see they're spreading their 'business' everywhere they can get a plane ticket to.
