At least you have people who get involved with the HOA. With our former HOA, they had problems getting anyone to serve on the board. People were that apathetic---until something happened that they didn't like, then they opened their mouths and complained. With one huge issue (very long story), one of our HOA board members reamed out the complainers and pointed out that none of them ever volunteered to serve on the board. That silenced the complainers very quickly.
