Is it normal for it to take over 5 weeks to get the title after buying a CPO outright in NoVa? Is it possible that the previous owner had an outstanding loan/lien and their bank is causing problems or being slothful?

If it's certified pre-owned, then the dealer has the title. They would not have bought a car back from someone and not had the title transferred to them.

As fate would have it, I came down with a cold and didn't have the energy this week to argue with anybody. Now I am feeling better and the title came in the mail yesterday. Perfect timing, now I can enjoy the weekend on the open roads, knowing that I have legal proof the car is mine!
