I lived in McLean, just off the GW Parkway, and the best I ever did was 17 minutes from the Kennedy Center to our house, at midnight. And that is with one traffic light. I can't tell you how many times it took us 45 minutes to get downtown for dinner or an event on a weeknight. There is commuter traffic heading into DC from the CIA or Tyson's areas on 123 and the GW Parkway in the evenings, and routine backups on inbound 66 from the Toll Road/Beltway entry ramp right into Arlington.

I think Fair Oaks / Fairfax areas could be done in 20 minutes... Straight in on I-66. Not much traffic on I-66 inside the beltway after work. Obviously traffic is always an issue, but I think Arlington and Alexandria are limiting the OP's options too much. I live in Fairfax County, the "Alexandria Section," near 395 and the beltway, and I can routinely get into DC in under 15 minutes. There are areas just outside the beltway that can be considered IF you are not trying to COMMUTE into DC in 20 minutes, which the OP is not.
