Does anyone know the history as to why the builders of the Greenway decided to put an exit at Shreve Mill? I'm curious because it is quite a low volume exit and entrance. From the Greenway, Shreve Mill is actually a dirt road over to Evergreen Mill. On the other side, it connects to Sycolin, but I never see anyone coming or going from that direction. It just seems like a very unlikely place for an exit. Does anyone know why it was selected?

I don't have an answer, but I have had this exact same thought as you before.

With the rapid development of Loudoun County, why is it surprising? Give it another five years, it won't be a dirt road and there'll be development as far as the eye can see. It was probably cheaper to build it at the beginning than to add it later.

It was the closest exit to the Leesburg Airport before the Battlefield Parkway exit opened.

I am starting to consider a making the hop over the lake to a different neighborhood on Evergreen Mills Rd., whereby Shreve Mill would be my new entrance/exit point to the Greenway (of choice, closest). I am curious, does anyone know if that small connector point from Evergreens to the Greenway is scheduled to be paved anytime soon to make it more user-friendly?

According to this article from Leesburg Today, it was scheduled to be paved to "rural rustic road" standards this summer. However, it's not on the county's Capital Projects Status Report, so I'm guessing it's been pushed back.

Future need would be my guess.

They did some sort of "paving" within the past 6 months. I think it now meets the description of "rural rustic road". Previously, I would have described it as "glorified hiking trail".

Just rode in there today and it's definitely all paved. There also seemed to be some sort of construction on the eastern side near Sycolin. It was odd though since it almost appeared to be a parallel small road.

they fully paved it recently. It was closed for about six weeks and just opened up about a month ago.
