Are there cheaper options from the airport to the Hale Koa than taxi?

If you don't have very much luggage, there's always the least expensive option of "The Bus", although it's not the most direct route. Might be best to check their website and see what their luggage allowances are. They allow backpacks, grocery bags and bicycles, dunno what they think about roll around luggage.

Yep, TheBus would be cheapest. $2.50 and a direct route. Bus 19 and 20 both go between the airport and Waikiki, not far from the Hale Koa. Lots of folks take rolling luggage on TheBus (especially those two routes). Just be sure you keep it out of the aisle as much as possible.

At the airport, just ask someone to point you towards the bus stop... it's right there. Then tell the driver you want the stop nearest the Hale Koa. He'll tell you when to get off.
