During the day it's not bad at all. Lots of great places to eat, queens palace to check out, aloha marketplace near the water, chinatown. At night it's a bit of a ghost town unless you are near chinatown. I don't go out at night, no real feedback there. Working downtown is nice because you can walk to so much stuff.
We live in a nice condo on the edge of Chinatown. There are a lot of homeless, but mainly they sleep in the parks and keep to themselves, if that's a problem for you. In terms of crime, it's probably bad for Hawaii, but it's not bad for a big city. Chinatown does have a handful of bars and restaurants, so you can go out at night, but it's not as busy as you would expect from a big city. Downtown is like a ghost town, so if you want nightlife, you need to look elsewhere. Depends on what you're looking for in a city. It's super convenient to get to shopping and other parts of the island.

We discovered by accident that there are a lot of drug dealers and hookers at night there, but not really any different from most big cities.It was our first visit there and we just didn't expect it. Compared to Seattle I'd say more hookers, less drug dealers. The worst drug activity was in the parks near the beach in Waikiki.

Waikiki isn't in downtown though.
Also, to be fair, streetwalkers in Honolulu look a million times better than the crack-addicted mainland ones. I got the impression the Honolulu ones were high-class ones, kinda like if they were in Vegas, they'd be expensive call girls.
As of 2005, Hawaii quit taking Section 8 housing applications.
Yes, Hawaii has tons of homeless and they are very visible because they basically have nowhere to go. Homeless people in the Mainland can hitch rides/walk/bike to other cities and states. You can't exactly bum a plane ride to California or swim to the Big Island from Oahu.
I have met a lot of aggressive panhandlers in California and Vegas. I haven't met many aggressive panhandlers in Hawaii. I have encountered a few who will stalk you and stand right next to me while I load the kids into the car (after securing the kids in the vehicle I deal with them appropriately).
For the most part they tend to stay to themselves. Yeah, their situation sucks and I wish the State would do more to help at least house those who have kids.

yeah that's the first thing I noticed when I went to Hawaii -actually nice homeless people. Really nice.

oooops, heh You DO know, don't you, that a LOT of the streetwalkers in Honolulu aren't girls, don't you? (and yes, a lot of them really do look stunning! )
