You got citations for actionable items. You have no idea whether or not other tenants got citations also. They probably did an inspection of the garage and gave them out as warranted.

Sounds like the management doesn't like him much. Probably due to noise complaints, not age or race. He should talk to the manager and find out if there's some misunderstanding, it's possible that he just got off on the wrong foot there.

I think that's a huge jump to a big conclusion that doesn't serve the poster. The only fact known so far is that he got a citation for an offense to the terms of his rental agreement.
For all we know his neighbors got them too. That's the way it often happens with "public space" violations. Lets say there a rule against storing bicycles on balconies. After a while people get lazy and forgetful and before you know it, half the balconies have bikes on them. Then a crackdown occurs, and people clean up their acts for a while until everyone gets complacent and compliance starts to slip again for a while, until the next crackdown.
And i guarantee, everyone who gets a notice of a violation takes it personally, and wonders why they are getting picked on for something that obviously EVERYONE else does too!
IOW, it's a childish and irresponsible reaction to getting caught breaking the rules.
