I would say that the entire island of Oahu is the metro area for Honolulu.

And you would be correct. But in order for Honolulu to be the "10th largest city" you need more than that. In the following list, these are city populations. There are maybe 50 "metro areas" that exceed 1 million in population. So just saying "Oahu is the metro area for Honolulu" would rank it below fiftieth place.

1 New York New York 8,175,133
2 Los Angeles California 3,792,621
3 Chicago Illinois 2,695,598
4 Houston Texas 2,100,263
5 Philadelphia Pennsylvania 1,526,006
6 Phoenix Arizona 1,445,632
7 San Antonio Texas 1,327,407
8 San Diego California 1,307,402
9 Dallas Texas 1,197,816
--- Oahu 953,207
10 San Jose California 945,942

San Jose city is part of Santa Clara County, as of the 2010 census, the population was 1,781,642 . Santa Clara County is the metro area for San Jose.

If you rank metro areas by population you get a ranking as follows:
1 New York-Newark-Jersey City, NY-NJ-PA Metropolitan Statistical Area 19,567,410
2 Los Angeles-Long Beach-Anaheim, CA Metropolitan Statistical Area 12,828,837
3 Chicago-Naperville-Elgin, IL-IN-WI Metropolitan Statistical Area 9,461,105
4 Dallas-Fort Worth-Arlington, TX Metropolitan Statistical Area 6,426,214
5 Houston-The Woodlands-Sugar Land, TX Metropolitan Statistical Area 5,920,416
6 Philadelphia-Camden-Wilmington, PA-NJ-DE-MD Metropolitan Statistical Area 5,965,343
7 Washington-Arlington-Alexandria, DC-VA-MD-WV Metropolitan Statistical Area 5,636,232
8 Miami-Fort Lauderdale-West Palm Beach, FL Metropolitan Statistical Area 5,564,635
9 Atlanta-Sandy Springs-Roswell, GA Metropolitan Statistical Area 5,286,728
10 Boston-Cambridge-Newton, MA-NH Metropolitan Statistical Area 4,552,402
...
34 San Jose-Sunnyvale-Santa Clara, CA Metropolitan Statistical Area 1,836,911
....
54 Urban Honolulu, HI Metropolitan Statistical Area 953,207

You have to say more than Oahu is the "metro area". The consolidated city–countywas established in the city charter adopted in 1907 and accepted by the Legislature of the Territory of Hawaiʻi. The mayor is using this definition to call Honolulu the 10th largest city in the USA.

-------------
There are a number of consolidated city–county governments in the USA. Philadelphia City in 1855 merged with Philadelphia county. Now the population of the city and county are identical. New York City merged 5 counties together into one city in 1899 (the only city to include multiple counties).

Jacksonville FL merged with Duval county in Florida. List of modern examples.
  • Jacksonville-Duval County, Florida
  • Athens-Clarke County, Georgia
  • Augusta–Richmond County, Georgia
  • Butte-Silver Bow County, Montana
  • Indianapolis-Marion County, Indiana
  • Louisville-Jefferson County, Kentucky
  • Nashville-Davidson County, Tennessee

The only thing about Honolulu is that the census bureau has always counted Honolulu as a designated portion of the island, because the unifiction of city and county/island occurred 50 years before statehood.
=========================
When the USA was formed in 1789, and conducted it's first census the next year, only five cities were over 10K people.
1 New York city, NY *..................... 33,131 (same as Manhattan population)
2 Philadelphia city, PA *................. 28,522 (county population 54,391 - Philadelphia County )
3 Boston town, MA *....................... 18,320 (county population 44,875 - Sussex County)
4 Charleston city, SC..................... 16,359 (county population 66,985 -South Carolina County)
5 Baltimore town, MD...................... 13,503 (county population 38,937 - Baltimore County)

1790 population
16,014 Queens County (future Queens borough
4,495 King County (future Brooklyn borough)
3.835 Richmond County (future Staten Island borough)
1,781 Bronx population (estimated)

So with the exception of Manhattan which was co-defined with New York county, at the beginning of our country the USA was almost entirely rural. Even the five largest cities (except NYC) were smaller than their counties (even if they had the same name).
