And you would be correct. But in order for Honolulu to be the "10th largest city" you need more than that. In the following list, these are city populations. There are maybe 50 "metro areas" that exceed 1 million in population. So just saying "Oahu is the metro area for Honolulu" would rank it below fiftieth place.

You have to say more than Oahu is the "metro area". The
consolidated city–countywas established in the city charter adopted in 1907 and accepted by the Legislature of the Territory of Hawaiʻi. The mayor is using this definition to call Honolulu the 10th largest city in the USA.

There are a number of
consolidated city–county governments in the USA. Philadelphia City in 1855 merged with Philadelphia county. Now the population of the city and county are identical. New York City merged 5 counties together into one city in 1899 (the only city to include multiple counties).
Jacksonville FL merged with Duval county in Florida. List of modern examples.

The only thing about Honolulu is that the census bureau has always counted Honolulu as a designated portion of the island, because the unifiction of city and county/island occurred 50 years before statehood.

So with the exception of Manhattan which was co-defined with New York county, at the beginning of our country the USA was almost entirely rural. Even the five largest cities (except NYC) were smaller than their counties (even if they had the same name).
