It started in the early 2000s. The then Principal of a Momilani Elementary in Pearl City, mentored several school admisnistrators on what made her administrative philosphy so successful. It worked, because Pearl City Palisades and Campbell along with a few others made real improvements.
Unfortunately for Campbell their great Principal was snatched by the DOE and made Superintendent, but I believe the replacing Principal kept up the great works.
So that along with the infusion of involved parents that moved into the Ewa Beach area have helped the schools have show continued improvements. Middle Schools are always a challenge, no matter what community you're in, but they too are improving.
That all bring said, the Public school system in Hawaii still needs work, but it is definitely better than that old reality.

Just a friendly reminder, Not Moanalua. First, the ranking has dropped. Second, I know someone who is studying in this school. They have negative feedbacks. Actually, some hate the school.
Teachers are horrible, especially the principal.
