Thanks, the only reason I will ask is because the job description provided that salary range. And yes, I am coming from the private industry.

I have posted below how the in-grade steps normally work:

Now I am assuming that GS-12 is the promotion potential for this spot. If not and a it is has a top out of say GS13, then normally you would bump from GS-12 to GS-13 after one year given you don't get bad reviews. That is a pretty big pay jump.

However, I would assume this is largely contingent on available budgets, the value of the position you are filling, and the value of your education/experience/expertise. Best of luck

Thanks again for the advice. I read that second link previously and that will be the exact strategy that I will be using. I will probably email the hiring manager (future boss) instead of HR. Below is a clip and paste of the job announcement.

SALARY RANGE: $75,621.00 to $98,305.00 / Per Year
OPEN PERIOD: Wednesday, December 3, 2014 to Wednesday, December 10, 2014
SERIES & GRADE: GS-0819-12
POSITION INFORMATION: Full Time - Permanent
DUTY LOCATIONS: 1 vacancy in the following location:
Washington Navy Yard, DC View Map
WHO MAY APPLY: United States Citizens
SECURITY CLEARANCE: Not Applicable
SUPERVISORY STATUS: No

Looks like it tops out at 12 based on what I see. Like I said it is worth a try, but unless you have tons of experience or they just cant find folks for the next job, I wouldn't hold my breath. One drawback of Federal pay schedules is they tend to not compensate well for high COL localities. That is why many try to transfer out of DC when they can.
