Why do you want to know? Why not just call their IT department and ask them directly?

They aren't exactly cruising the internet.

At a red light or stop sign, the primary use is to enter your license plate info and see what bad stuff you are doing

I would imagine it is just for calling up data on car info and whether there are warrants out. Maybe for typing up reports (a large portion of their day is reports).

I would guess if they were going to cruise the internet they would use their phones, so that it is private.

Anything on the laptops could be subject to the FOIA and other similar laws. I think most officers would be smarter than leaving a virtual trail on the company property.
