Hope the orange trees don't all get killed off, the weather does seem atrocious for what is normal in your area!
Do you suppose there is a website posted somewhere which mentions the differences between state laws for common things like pedestrians crossing the road and such? It is something so basic that folks get to expect whatever is normal for where ever they come from to be the "only way" and when they go somewhere else, they are likely to do dangerous things out of sheer ignorance.
Does Florida also have the difficulty of folks on vacation who forgot to pack their courtesy, common sense and brains?
Honolulu is a high car oriented city and people here rarely walk anywhere. The mentality is quite similar to Los Angeles. Most drivers here are very unsympathetic towards pedestrians and often see them as impediments to their driving. This mentality stems from the fact that the infrastructure caters to the car at the expense of other modes of transport. Nearly every condo and strip mall has a huge parking lot and huge parking structure with copious amounts of parking. People here are in Driver mode and few people walk themselves, so it's hard for drivers to develop empathy towards pedestrians.
