Earlier this month, between 50 and 100 parrots were abandoned in a condemned home belonging to Douglas Ratcliff, who resides just outside Troy city limits. These parrots lived in filth and extreme summer heat and without food and water. More than 30 birds have died from starvation and disease. The surviving birds were forced to cannibalize dead and dying parrots in order to survive.
Despite the clearly visible horrific conditions, the humane society officer has allowed the birds to remain with Mr. Ratcliff, disregarding the pleas of the international animal welfare community to have the birds seized in accordance with current Ohio animal cruelty statutes. The birds continue to endure life in a hot, poorly ventilated, and poorly lighted metal pole barn.
Parrots are not livestock and should not be treated as such. They are companion animals with an intelligence level rivaling that of a three-year old human child. And just like a three-year old youngster, these birds require daily care in order to survive and flourish. The parrots remaining under Mr. Ratcliff’s custodianship have not received even minimal basic needs of food and water.
Can you help us by contacting your local officials, TV stations, etc. and let them know? We need a HUMANE decision—the only RIGHT decision—to immediately remove the birds from Mr. Ratcliff’s home and place them in sanctuaries that are ready and able to nurture them for the rest of their natural lives.

I think this is third or 4th big bust of this type (others involved cats and dogs), one just in Huber Heights, one previously somewhere near New Carlisle or Tipp City (was registered as a rescue on Pet Finder.org no less). I thought there was one southwest of Dayton somewhere but not sure.
The animal overpopulation here is way out of control despite several really good legitimate animal welfare agencies who bust ass to put on spay and neuter programs.
What the heck is with the people here? Why are the overpopulation problem so bad? I've been feeding a small colony of abandoned cats and I TNR. But everytime Wright State ends for the year a new batch shows up. People just never seem to do the right thing unless someone makes them. The right whines about too many laws. This is what happens when you don't have laws that make people do the right thing. We need mandatory spay/neuter and registration laws with large fines for noncompliance.

The Miami Valley humane society and the Miami Valley Bird Club were involved primarily. The bird club has no authority to go in and remove the birds and the humane society is sitting on their big butts and doing nothing. They're not even a 501c3 registered with the state and we're not finding any information about them. So we think they're a self-professed group of two or three people who have been given more power than they ever ever ever deserve.

If anyone is in Troy or Miami County, we are begging you to please help and contact your local officials and get those poor birds out of there! I even read that some of the birds were living in the WALLS of the house!
