Hi, I will be moving to Warren Ohio June 2021 from out of state and I’m wondering how thing work with:

1. Will my vehicle require a physical inspection to transfer title, change license plates over ect?

2. What is the process to get my drivers license in Ohio? Do they just transfer or do I need to retest?

3. Are there any restrictions or delays on getting into the local BMV offices?

Lastly any information I can get on my new neighborhood would be great, I will be living in Warren the cross streets are Crosby St SE, Belvedere Ave SE, Ada Ave SE, Hazelwood Ave SE, 44484 zip code, I have a child in the 2nd grade that will be going to Champion Local Schools to participate in the program there for children that are deaf.

Thanks in advance

There will be a VIN inspection to make sure the vehicle and title match. Triple check this to make sure it is accurate before moving to Ohio. Warren is in Trumbull county which is not an E-Check county, so no emission check is needed. However, if you choose to live elsewhere, Cuyahoga, Geauga, Lake, Lorain, Medina, Portage, and Summit are E-Check counties.

Here's the Ohio BMV new resident link:
https://bmv.ohio.gov/new-to-ohio.aspx

Luckily for me, my license renewed February 2020, before the COVID-19 lockdown. I got the Real ID at that time. It makes sense to buy plates with a 4-year sticker, as I did, so that license and registration expire at the same time. As Ohio does not have a vehicle personal property tax, license and registration are much cheaper than most other states.

There are no restrictions or delays at the DMV. Lines can be long, though, best bet is arrive as the doors open.

Were are you coming from?

Your "new" neighborhood is mainly 50-75 year old homes, heading downhill instead of up (IMO). Some crime there that was not there when we were kids, let me put it that way. But should be fine - you'll be about 10 minutes from a major shopping center (Eastwood Mall complex) which has just about everything you need. If you prefer "upscale" shopping - you'll have to travel towards Cleveland (50 miles) for that.

Champion Schools - excellent program overall - but I don't know anything about the deaf school, or if it's associated with Champion school district, or where it's located. Champion proper is a 15 minute drive, kind of a buffer zone between the "urban" setting of Warren and the farmland that lies between Champion and all the way to Lake Erie.

If you like Italian food, many great restaurants.

I'll check back and see if you have more questions...
