Exactly, and its no different from Cincy. Norwood having its own laws, taxes, police force etc. is pointless (same with the thousands of other suburbs in Hamilton County) If Cincinnati incorporated Norwood, St. Bernard, Elmwood and every other 'island' in the city we'd have a population upwards of 400,000

Ohio has very favorable annexation laws ("hostile annexations" of a place like Norwood are possible) but Cincinnati has traditionally not been an aggressive annexer like Columbus and some other towns.

Cleveland is just like Cincy, and really does not annex its suburbs. I like that.
