Probably San Jose because of the clean neighborhoods and driving culture. Also because the city isn’t covered in urine and feces like it’s neighbor San Francisco.

San Jose has a pretty extensive light rail transit system and a downtown core.

Orange County is a bit different in that regard.. also Orange County has a lot more areas to grow than Santa Clara County. Also there are much more scenic parts of Orange County vs Santa Clara County. San Jose is akin to Santa Ana not OC as a whole. There are no legitimate beaches in Santa Clara County or lakes or otherwise. I can think of at least 45 different communities in OC where I can get a boat to rent and navigate its waterways. Both on saltwater and freshwater paths.

There are several lakes/resevoirs in Santa Clara County with boating plus you can access San Francisco Bay from several ramps/marina's in the county. The lakes are definitely bigger than what you find in Orange County too. There aren't even 45 different cities in Orange County, so I'm assuming you must be talking about little HOA communities/developments/neighborhoods or whatever.

South OC and North SD county are essentially conjoined twins divided by a military base.

Also, while you can make an argument for Phoenix being similar to OC (and it is, as Western style metropolis). In all honesty, San Diego and Phoenix have more in common with each other. For one Orange County outranks both in diversity (though San Diego does much better than Phoenix). Both San Diego and Phoenix attract Mid-Western and Northern U.S. migrations to the 'sunbelt' , retirees and military/ex-military families. This whereas the OC attracts more internationally (again, due to proximity to LA), as well as from the East Coast.

Beyond that, Orange County is nowhere close to being as centralized an urban area as either San Diego or Phoenix (despite the fact that all three have major sprawl - but that's true for most American metros nowadays).

- Both San Diego and Maricopa County are expanding their public transit and, notably, their lightrail and subways. The closest we have to this in OC is a STUDY for possible bus rapid transit or lightrail along Harbor Blvd.

-Both counties have notable inward migrations to their core (San Diego and Phoenix city propers) , and outward migrations to the suburbs. Orange County does not. Orange County is very much an example of edge city style of development, with the South Coast area and Platinum Triangle being prime examples.

Lastly, despite both San Diego and Phoenix Metros being conservative leaning like O.C., they have much larger LGBT communities and way better gay bars. Lol. (it matters to some of us.)

Personally , as a homegrown O.C. local, I'm a fan of all three places , and despite their similarities, they each have a distinct character. You won't find any of that Sonora Desert beauty out here in California. Nor the A-list variety of craft beer and gastropubs that San Diego has in OC or Phoenix (though OC is finally making a name of its own). In San Diego and Phoenix you can't find the combination of the relax lifestyle, while still having access to world class destinations like Disneyland and Los Angeles a very short drive away.

Based on the foregoing, it is safe to conclude that OC is a combination of LA (especially as you go north) and SD (especially as you go south) with significant immigrant additions from many places.
