Yeah, the area around 9th street does still have some gangs and crime. It's not completely horrible, but you need to exercise caution in the area and be careful.
Also, a lot of it has to do with what you are used to.

The least safe area of BP would be by all the motels/hotels by Knotts Berry Farm.

My folks live out in BP and in a very safe area.
The area north of malvern, south of rosecrans, east of beach blvd near the Fullerton border is probably as safe as it can get. The neighborhood around los coyotes country club has some very nice homes.
