La Grande is more tucked into the mountains and more isolated. It is home to Eastern Oregon University but the school is really too small to give La Grande much of a college town feel compared to say Ellensburg WA. La Grande will be a lot more isolated if you want to drive to bigger cities for night life and social life and such. It is going to be a full day round-trip to get to anything much larger. But it is going to have more hiking and wilderness areas nearby. Boise is about 3 hours away and Portland is at least 4 hours.

You definitely need to take a drive through at least before making the decision. The state isn't that locked down. If you don't get out of your car or social distance you'll be fine.
I tend to agree but Tri-Cities is not 200k it is 300k plus. Hermiston is bigger than LaGrande and feels much more a part of eastern Washington than Oregon.

Oh btw Hermiston to Kennewick is easily a 25 minute drive from the Columbia to Ridgeline in Kennewick at the speed limit!
