speaking to the inversions, it's early morning fog that typically burns off by mid-morning in most areas. we had some bad fog early last week but it's cleared out and it's only early morning stuff now.

Medford is the most sunniest. "Mediterranean like weather". except during the winter its cold. But it has the least amount of rain out of almost all if not all of oregon.

If you get above 2000 - 3000 ft above the ( Medford / Grants Pass area ) valley floor, you are above the inversion and most of those days it's sunny usually...

18 inches of annual rainfall isn't close to the least amount of rain out of almost all, if not all, of Oregon.
