True, it is a bit socially backward here. Considering Marijuana is legal in some places, it's kind of ridiculous... but oh well...
To the OP, pretty much all apartments have an age minimum of 21 when leasing an apartment (much like renting a car) so you're most likely looking at sharing an apartment instead. Craigslist is usually a good source for that.

is still illegal here, and while I have nothing against it, expecting to be able to smoke marijuana at a decent apartment is fairly unrealistic, as some PC folks are sure to report you to either Law Enforcement or management the minute they smell it.

When a persons priorities are all about getting stoned/drunk/strung out I have no use for them. They need to either grow up or get help. If the OP had said they were looking for a safe, clean, quiet apartment conducive to studying that might be 420 friendly, good on them. When their sole purpose in life seems to be lighting up...
