If you live in a Private Community, but the street you live on is Public, who has the right to sidewalks? HOA or the City? In other words, do the Police have the right to ticket a car in the driveway that's parked on top of the sidewalk, in a Private Community?

I don't know for sure, but I would assume yes.

Pretty sure yes.

For instance the tree lawn is usually city owned, not owned by you (though you have to cut it).

According to wiktionary:

tree lawn

(Midwestern US) The grassy area between the sidewalk and the street

I've always heard it called the "swale," but Wiktionary doesn't even list that as a synonym.

weird, I always called that area the apron. Though I guess that is technically the part of the driveway between the sidewalk and street

If you're on the sidewalk, you're not in the driveway yet. People walk on the sidewalk. They shouldn't walk on your driveway. And you shouldn't park on the sidewalk.
