I've looked into this before. There is no direct airport to airport shuttle or transportation unless you want to hire a car service or take a cab.

It would be cheaper to fly . If you wait till 2020, you will be able to take High Speed Rail.

If you did manage to take Amtrak or Greyhound into Tampa, there's a city bus that departs for TIA every ten or fifteen minutes on weekdays.

I would be VERY leery about a rideshare--getting into a car with who knows who and worse yet if they even have insurance isn't worth the $200 car service fare between the airports in my opinion.
